Who Can Become a Consent Manager? Eligibility & Governance Explained
Consent Managers must be companies incorporated in India with a minimum net worth of Rs 2 crore, sound governance and secure, interoperable platforms.
As the Consent Manager regime approaches (effective 13 November 2026), eligibility is coming into focus. To register with the Data Protection Board under Rule 4 and Schedule I, an entity must:
- Be a company incorporated in India with sound financial and operational standing;
- Maintain a minimum net worth of Rs 2 crore (adjusted for inflation);
- Operate a secure, neutral and interoperable platform enabling users to give, review and withdraw consent;
- Have a board with clear conflict-of-interest policies and act in a fiduciary capacity towards Data Principals;
- Maintain consent audit trails for at least seven years.
